「網紅市長」耿彥波掌政下的大同市曾展開為期五年的都更計劃，大規模的遷拆與重建所帶來的代價是五十萬百姓的遷移和二百億債務泥沼。耿彥波的造城願景迎來兩極評價，支持者稱他為「百年難得好市長」，反對者狠批他手法粗暴，計劃更隨着市長的調職而胎死腹中。
本片實現了周浩主張的「混沌」創作模式，對於耿彥波的功過，他不帶批判也並未預設立場，而是聚焦於呈現矛盾現實的兩面性，引發觀眾思考——黑與白之間的灰色，是否更接近真實？
THE CHINESE MAYOR follows the life and work of a controversial Mayor Geng Yenbo. His radical reform demolished 140,000 households and relocated half a million people to give way to a restoration of ancient relic walls, in order to attain “clean economic growth” from tourism and culture, which he believed will do good to the citizens of Da Tong in the long run. After two years following the footsteps of Geng, along with the changing responses and confrontations from the public, the film attempts to outline a looming face of the future of China.
The Chinese title for the film is called “Da Tong”, which is the name of the city and a word that alludes to an ultimate harmonious world depicted by ancient Chinese philosophers over 2000 years ago. Will such a country exist on earth? Or only in the dream?
